Most printers (especially older ones) only support 2.4 GHz. If your phone is on the 5 GHz network during setup, the manufacturer's app cannot find the printer. Temporarily switch to the 2.4 GHz SSID for setup.
Most printers have a "Restore network defaults" option in their menu (Settings → Network → Restore). Do this before retrying setup — it clears any old / partial configuration.
HP Smart, Brother iPrint&Scan, Canon PRINT, Epson iPrint — each has its own setup app that walks through WiFi pairing reliably. WPS works in theory but timing-sensitive in practice.
You will need to type it directly on the printer or via the app — not auto-fill. Common cause of failed setup is a typo on the printer's tiny screen.
Printer-won't-join-WiFi causes: 2.4 GHz vs 5 GHz mismatch (printer only supports 2.4), router using WPA3-only mode that older printers do not support, a network name with special characters or emojis the printer does not parse, MAC filtering on the router blocking unknown devices, AP isolation on guest networks preventing printer-computer communication, an outdated firmware on the printer, the manufacturer's setup app blocked by the operating system's discovery permissions (especially on iOS), or the printer's saved network from a previous setup interfering. Mesh WiFi systems (eero, Google Nest, Orbi) sometimes need the printer connected through the main node specifically, not a satellite. We see all of these regularly.

Common causes: new router's 5 GHz SSID looks the same as 2.4 but printer needs 2.4, new router uses WPA3 by default and printer does not support it, or the printer still has the old WiFi password cached. We fix all three in a session.
WPS is timing-sensitive (60-second window) and many newer routers have WPS disabled by default for security. The manufacturer's mobile setup app is more reliable.
Usually one of: AP isolation enabled on the router (treats devices as if on separate networks), Windows print discovery service stopped, a firewall rule blocking the discovery ports, or the printer is on the guest network instead of the main one. All fixable in a session.
